Jeff Dutton

Jeff Dutton is Director for Korea and Taiwan Affairs at the International Trade Administration (ITA), an agency of the U.S. Department of Commerce, in Washington, DC. In this capacity, he leads a team of five trade specialists who cover Korea and Taiwan trade issues and ensures that U.S. business interests are represented in bilateral trade discussions, including regular U.S.-South Korea Bilateral Trade Consultations and U.S.-Taiwan Trade and Investment Framework Agreement (TIFA) talks. From June 2006 through April 2007, Mr. Dutton was the Commerce Department lead for negotiations on the U.S.-Korea Free Trade Agreement, which was signed on June 30, 2007.

From April through August 2007, Mr. Dutton completed a detail as a director for Korean trade policy in the Office of Japan, Korea and APEC Affairs at the Office of the U.S. Trade Representative, part of the Executive Office of the President. In September 2007, Mr. Dutton graduated from the Commerce Department’s Executive Leadership Development Program.

Prior to joining the Office of the Pacific Basin as a desk officer for Korea and Taiwan in April 2004, Mr. Dutton was an international trade specialist in ITA’s Office of NAFTA and Inter-American Affairs, where he was responsible for monitoring Mexico’s and Canada’s compliance with NAFTA provisions on market access, rules of origin, and customs procedures. He was also the Commerce Department lead on market access negotiation issues for the U.S.-Chile Free Trade Agreement, the Free Trade Area of the Americas (FTAA), and the U.S.-Central America Free Trade Agreement (CAFTA).

Before joining the Office of NAFTA and Inter-American Affairs, Mr. Dutton served as manager of the export promotion program in ITA’s Office of Automotive Affairs, where he began his career with the federal government in April 1998. In this capacity, Mr. Dutton worked with U.S. exporters in the automotive industry to help increase their participation in foreign markets. In April 2001, Mr. Dutton led an automotive equipment trade mission to Thailand, the Philippines, Malaysia, and Indonesia.


r. Dutton completed the federal government’s two-year Presidential Management Intern (PMI) program in December 2000.

Prior to joining ITA in 1998, Mr. Dutton worked briefly as an economic analyst for the Overseas Private Investment Corporation (OPIC), where he also interned during graduate school in the summer of 1997. Mr. Dutton received his M.A. in International Relations from the Maxwell School of Citizenship and Public Affairs at Syracuse University in New York in December 1997. He received his B.A. in Spanish and International Studies from the University of Arkansas at Little Rock in 1996. He attended Waseda University in Tokyo, Japan for one year from 1994 to 1995 and completed summer study programs in Mexico and Spain in 1992 and 1993. Mr. Dutton speaks Spanish and Japanese.
